Final communiqué of the Office of the Permanent
Observer of the Republic of Vietnam to the U.N.
Editor’s note:

We would like to thank Dr. Uwe Siemon-Netto for forwarding this historical document and to Mr. Charles Wiley, the addressee of the communiqué, for authorizing to publish it on the Internet.
April 30 1975 has been and will be forever the saddest day in the hearts of millions of South Vietnamese. Nonetheless, the heartbreaking communiqué has shown that the last official act of ambassador Nguyen Huu Chi, permanent observer of the Republic of Vietnam to the United Nations, was not to point the finger at anyone for the collapse of South Vietnam but simply to express his gratitude toward Charles Wiley, one of the rare “South Vietnam’s best friends.”

                                                                                                                   April 30, 1975

Dear Mr. Wiley:

No knowledgable Vietnamese would disagree with Barry Faber's description of you as "South Vietnam's best friend." Since your first of many trips to my country in 1962, you have, without pay and at great personal sacrifice, served the cause of freedom in South Vietnam as an unofficial advisor in New York, Saigon and Washington. All the officials of the Republic of Vietnam who have known you, have the highest respect for your opinions.

In American you have been an articulated defender of South Vietnam on T.V., radio and in personl appearances. In my war-torn country you were one of the few reporters to consistently go into the field with the South Vietnamese armed forces on land, sea and air, even including a number of jet attack missions. Your courage is well known among our officials.

You have helped our country when-ever there was a need and have continued your tireless effort when nearly everyone else has given up.

As one of the last acts as the official representatives of the South Vietnamese people, we are writing this letter to express to you my heartfelt thanks.

                                                                                                   Sincerely yours,

                                                                                                    NGUYEN HUU CHI
                                                                                                     Ambassador
